Arcane Circle
Universal
Level: Sor/Wiz 3
Components: F, XP
Casting Time: One hour
Target: Self
Area: 20-ft. radius circle
Duration: Concentration
Arcane Circle allows you to amplify your spellcasting ability by harnessing the power of other arcane spellcasters. Up to five arcane spellcasters may add their power to your own. To add their power, the casters must meet several conditions. First, each caster must be evenly spaced from each other spellcaster on the perimeter of the circle. Each spellcaster attempting to add his/her power must concentrate (foregoing all other activities, including eating, resting, and casting). Each caster loses his/her dexterity bonus to armor class while concentrating. Each caster adding his/her to your own sacrifices all of his/her spell slots, and each caster cannot recover them until they rest and reprepare his/her spells.
Each participating arcane spellcaster adds his/her caster level to a magic pool. While within the circle, your total caster level increases by an amount equal to the magic pool's gross caster levels divided by five. For example, if a third level caster, a tenth level caster, and a first level caster added their power, your caster level would increase by three (14\5). Unlike normal caster level adjustments, this change in caster level is real- while within the circle, you may prepare and cast spells as a caster of your adjusted caster level. This may give you access to higher level spells.
If you leave the circle, the circle is broken and you lose all benefits of the increased caster level. If a participating caster ceases concentration (due to death, or other circumstances), their addition to the magic pool is lost (this may lower the caster level adjustment). If more than half of the participants of the circle cease concentration, the circle is broken.
Arcane Focus: An intricate circle, surrounded by arcane glyphs and symbols (2,000 gp value)
XP: You must pay 500 experience for each participant as you cast this spell.

I based this spell off of the 2ed. spell combine, and the flavor off of various other DnD and fiction sources. PEACH

So if 5 20th level casters form the circle each caster level becomes 40? I like the idea, but I think this is a little too powerful.

No, actually only the caster standing within the circle itself would attain a higher caster level.
So, if 5 20th arcane casters stood in a circle around the target of the spell, his caster level would be increased by 20.
I forgot to mention this, but each of the casters that are "adding" their magic lose all spells per day until they can reprepare or rest.

Such a thing already exists as a feat.

It is even called Circle Magic.
