I am trying to put together an artifact (minor), but I am having trouble formulating the mechanics of it. I am looking to get some help. This is pretty much like bits and pieces of an idea and it is very messy. Any help would be appreciated. Also, the reason I am making this rod an artifact instead of a normal magic rod is that I don’t know how to formulate some of the abilities into market pricing.

Description
The Rod appears to be made of mithral and functions as a +5 mithral heavy mace. The head of the mace is a clear crystal ball (about the size of a peach), which when held, by someone who is of good alignment, glows with the radiance of a light spell. The length of the rod is marked with gold ruins which become legible only to the person holding the rod and only if the person is of good alignment.

Functions
- Wielder can use Dream (as the spell) at will.
- Wielder is immune to Nightmare.
- When the wielder of the rod of dreams reads the words on the rod (which is a short incantation) taking a standard action to read fully, the rod shoots out a beam of light of varying effects. The effects would range from keeping evil beings at bay to actually damaging them depending on a specific check or save. By concentrating on the incantation and repeating it each round the power of the rod would increase. (I think either a concentration check or a will check- if there is such a thing- would determine the actual power and ability of the rod.) The beam itself would be more like a cone (but I am not sure what the dimensions of it would be yet).

Think of a rod that fights the nightmares of both the living world and those of dreams.

Other things
- Can only be used by someone of Good Alignment
- Evil Beings that hold the Rod take damage
- Neutral beings can hold the rod, but its magic doesn’t function for them

I don’t know if any of these abstract ideas make sense, but any suggestions on constructive mechanics of how it would work would really be helpful.

Thanks
