The description reads "All other creatures within or who enter this spell’s area are blinded while they remain in the area."

So is this as per the blinded condition in PHB?

If thats the case something like true seeing should be useless in the area of this spell?

If thats the case something like true seeing should be useless in the area of this spell?True Seeing reads:
The subject sees through normal and magical darkness

Assassin's Darkness reads:
Creatures seeing in magical darkness are unaffected.

True seeing works just fine.

Yeh I have also read these descriptions but, the phrase: "All other creatures within or who enter this spell’s area are blinded while they remain in the area." is not seen on normal darkness spells, does that mean that someone outside the area with true seeing would see inside but while inside he would be under the condition :blinded

True seeing is a higher level spell therefore it's power should trump any lower level ability or spell when the rules are unclear. It's actually a fairly handy guideline to most unclear D&D rules. When in doubt the higher level ability wins. The obvious addendum to this being when one ability specifically cancels or negates another.

Yes usually thats the case if you are comparing same classes but here we have a 4 lvl progression class, and its not uncommon to have spells of such a class as higher powered (or lower) than some other full spell casting class. (i.e lvl 6 bard spells same as lvl 8 mage spells). - And since true seeing is not a light descriptor spell its kinda foggy what happens..

but, the phrase: "All other creatures within or who enter this spell’s area are blinded while they remain in the area." is not seen on normal darkness spellsSince it is in the description, it is flavor text that cannot contradict game mechanics. In this case, the flavor is to demonstrate that the assassin is not affected by the spell, unlike normal darkness spells.
