I'd like to seek a little assistance in creating a new magical item for one of my players. He watched Vampire Hunter D: Bloodlust, and loved the cape that the vampire lord employs as a weapon. Normally I'd shake my head at trying to be like anime, but I thought it was a cool concept as well.

I'm not very good at making magic items like this. Here's what he wants.

The cape can wrap around one of the wearer's arms and function as a +1 longsword, and the wearer is considered proficient in its use. The hand is no longer free for any other action
The cape can wrap around the wearer's other hand and function as a +1 large steel shield with no armor check penalty. The hand is no longer free for any other action.
These two functions are free actions and can be used whenever needed; the shield may be summoned as a reaction to an attack if the wearer is aware and not flat-footed
There is no daily limit to the number of times the cape can be used

Now, I know how to formulate the cost of a +1 longsword, and the cost of a +1 large steel shield, but I'm not sure how to reach a final sum for an item that creates both at the same time, as a free action without a daily limit. Could anyone offer some assistance before I blunder headlong into this?

Add the two prices together, but add in the cost of "called armor" or something like that.

Maybe just add togther the cost of a +1 longsword, +1 shield, and a glove of storing.

is it a 'both together' thing or a 'one or the other' thing ?

if both together add the prices and notch it up by the 'doesnt use an allocated space' markup(roughly analogous IMO)

if one or other treat as +1 weapon ability: shapechange to large steel shield with a + equal to weapons + (paying weapon prices for an equivalent shield is expensive enough really)
