Hey, all. I know this is a totally lame question but my buddies and I still can't figure this out. What bonuses do you add to touch spells and ranged touch spells? We used to just add our base attack but with our purchase of the Complete Arcane and the suggestion to use weapon feats for spells, we are wondering if that was always the intention of the core rule books or if that is a new concept. And if you do in fact add other bonuses to your base attack for spells, do you take ranged penalties like a -4 for shooting into melee?

Yeah, you suffer the -4 for firing into melee. You should be adding your dex bonus to the attack roll as well, as with any ranged weapon.

Yes. This is why people often overestimate ranged touch spells. It is by no means an automatic hit, even though you only have to hit your opponent's touch AC.

Indeed.

Furthermore, if the enemy has cover from any sourse, including one of your allies, they get a +4 soft cover bonus to their AC as well. When combined with the penalty for firing into melee, thats an 8 point swing to their touch AC.

On attack bonuses, they are identical to normal melee and ranged bonuses (PH pg 134):

Melee / touch: BAB + Str + size + any other mods
Ranged / ranged touch: BAB + Dex + size + any other mods

Note: a melee touch attack is a light (and therefore finesseable) weapon

Note: ranged touch attacks typically do not suffer ranged penalties, unless explicitly specified. The range increment covers the entire range. Personally, I think they should have a range increment, but RAW they don't.
