The PHB gives rules for copying spells from spellbooks of other wizards. Unfortunately there are no rules on the chance that another wizard will allow you to copy spells.
Is it a fair assumption that wizards will always trade spells of the same level free of charge or is it supposed to be more of a hindrance for a player to trade spells?
What rules do you use for that matter?

Unless you are trading spells: it will cost you. My estimate is the minimum cost for casting a spell located on page 129 of PHB.
So buying a 1st level copy would be 10 gp.
2nd level copy is 60 gp (20 minimum caster 3)
3rd level copy is 150 gp.

This method is cheaper than buying a scroll. And waste less paper (as scrolls are used up if copied).

Whether another wizard will allow you to copy his or her spells is not a game rule; it is a game world rule. And that is flavor determined by the DM, not the rule books. In my world, a wizard explicitly seeking a spell to copy is likely to end up trading two spells for the one he wants to copy. But if there is a friendship involved, then a fairly mutually beneficial trade is far more likely.

2) or is it supposed to be more of a hindrance for a player to trade spells?

3) What rules do you use for that matter?

1) It isn't free in the rules, it costs money paid to the owner of the book to allow you to copy.

2) The DM is free to prohibit or otherwise not allow a player to find a spell via the less expensive "copy from book" method.

3) I use the PHB rules and allow/disallow which spells they will allow you to copy based on whether I want the spell in the players hands cheaply or not.

They really should have bolded the money costs entry:
spell x 50 = cost to copy if not trading spells. Also highest level spells guarded and charge more if allowed.

It is never a fair assumption that everyone will react/act the same way. That being said, there are no "rules". It is a case by case basis the DM must decide on. It will go to alignment, motivations, greed, trust, money, etc, etc.

Would you give someone you don't trust weapons of mass destruction or the ability to cause havoc? And if so, what would you charge? See how it could play out?

Well, I'm aware that there is no rule that fits every circumstance and that the DM has a free hand to imagine what he likes. I'm just asking if there are any (house) rules that simplify gameplay, like the rule that you can sell goods for half price. This is a simple rule even though from a realistic point of view it should depend on alignment, motivations, greed, trust, money, etc, etc.

Yes.

Double the market price.;)

The more you flesh out your world and key NPC's (yes, wizards are key NPCs)
the simpler for the DM to base actions on.

Yes.

Good, you've answered a question as to the personality of a possible NPC (might be good to develop a reason you'd sell WMD to s/o you don't trust. It will help play the NPC.

Perfect and fits with your answer above. If you flesh out the NPC spell casters a bit your players will start to see consistency. Wizard X is mercenary, hey he might be willing to kill s/o for us, for the right price.
Wizard W only associates with uber good people. Let's get the Pal to ask for his services...
