Last week, I gave out a BoT (Tan) in treasure and I was talking to the PC that recieved it tonight (game is Saturday) And she wants to know if tossing the fuzz ball is a move or standard action. I read the description and it could either be activating a magic item (standard) or manipulating an object (move).

I'm not sure if tossing a ball of fluff 20ft is equvalent to spell triggering or draining a potion bottle...

The rogue in my party has one of these bags. We let the rogue "use" the bag (pull out and toss a critter) as a standard action. Activating a magic item usually takes a standard action to do, and is thus used as the default in most cases.

unless otherwise stated activating a magic item takes a standard action... which is what I would use in this case.

I allow the "effects" of an item to occur with the use of the item unless otherwise stated in the item description. In the case of your fuzz ball, it wouldn't be much use to be able to draw it from the hat in the first place if you have to wait to use what you drew.

I do see how this can get problematic. Especially when players get "outside the box" in how they want to use their magic items.
