Essentially, I'm wondering if a bard with access to the Suggestion ability can utilize it on a target that he has fascinated by means other than the Fascination music ability - the Hypnotic Pattern spell, for instance. Beyond being spells (and not a spell-like abilities), most bard-accessable spells that provide the fascinate effect also require one to engage in some sort of performance action and then maintain concentration on the effect (which Suggestion, by the RAW, doesn't interfere with) - essentially seeming to function as an extra daily Song that can *only* be used to fascinate. The text for Suggestion, of course, directly refers back to the earlier ability, but I think it's debatable whether that's because you have to burn one of your daily Songs before you can slip a Suggestion in, or just as a convenient spot for explaining what the fascinated effect is, mechanically, without making you flip pages.

Of course, this is ultimately a "if the DM says it's ok, it's ok" sort of thing, but I'm still interested in some sort of concensus as to whether this is an abuse of the mechanics or not before I bring it before him.

if the DM says it's ok, it's ok :P

Personally, I would allow it if the bard him/herself caused the fascination, but that he couldn't leech off of someone else's fascination. If the player pushed the issue I might have some sort of opposed caster level check involved in order to use someone else's fascination.
