Here's an idea I came up with for a polymorph spell to cover some of the non-combat functions of shapechanging. I'm not quite sure what level it should be, but level 2 seems appropriate. The spell was balanced against Fly and Invisibility; as it allows for both stealth and flight, but it's not quite as effective as either.

Beastshape
Transmutation (Polymorph)
Level: Ranger 1, Sorcerer/wizard 2
Components: V
Casting Time: 1 standard action
Range: Personal
Target: You
Duration: 1 hour/level (D)

You begin to shrink, as your bones crack and reshape themselves. Bristly fur, or perhaps feathers, begins to sprout from your skin.

You take on the form and abilities of a cat, dog, rat or raven (use statistics in the MM appendix). See the description of the new polymorph subschool on page 95 for more details.

There is a 1% chance per two hours spent in the new form, that the caster will retain some features of the animal on returning to his new shape. A ranger who has spent 12 hours as a dog, for example, will have a 6% chance of of finding himself with oddly pointed ears, sharp canines and more hair than usual when the spell ends. These changes are purely aesthetic and have little effect on gameplay.
