Can you cast a burst or summoned monster from one side of a beholder's antimagic cone to appear on the other? can things that "appear" from a central point or selected square draw LOS through a beholder's central eye cone? I'm on it's left, the cone is ahead, I want to put a fireball beside him, or call lightning down on one of his minions. My LOS to the explosion point/minion/ally I'm going to buff, crosses the eye? If not, what about summons? If different answers, why?

No to both, you need Line of Effect to the point of origin of any spell or spell effect you wish to bring into being, and antimagic fields, be they from the spell or a beholders eye, block LoE.
