Bite of the wererat from the spell compenduim states that...
druid level 2
1 round/level
+6 dex
+2 con
+3 natural Armor
Bite attack 1d4 damage
gain weapon finese feat

does this spell seem overpowered?
I try and compare to other spells of the same level and it looks like it is way better that spells like bulls strength, etc.

and does this spell stack with any wildshape that the druid chooses? ie. bear

The "Bite of the Were(whatever)" series are essentially a themed variant of spells like Tenser's Transformation.

While it provides a greater benefit than Bull's Strength and the like, it also lasts for one round per level rather than one minute per level, which is a substantially shorter duration (and may not even last for an entire combat at the time the druid gets it).

As Personal spells, they're also rather more limited in their application than the regular ability enhancers, which can be used on anyone in the party.

The problem is that the bite spells are often far lower level than Tenser's Transformation.

In addition, much of it is worded in such a way as to stack with things they probably should not stack with (for example, wildshaped creatures that then cast the bite of the were rat spells.

They can be Persisted eventually - there are couple of ways. And that's a problem.

well that is my problem with wildshaped druids. Casting the bite spells on top of the wildshape, druid could easily get ability scores above 25 and 26.
input...should i allow my player to use these spells in wildshape or only state that can can be used in natural form as you cant stack stats. but then there is the problem of the bulls strength and similar spells. can a druid who is wildshaped into a bear lets say add bulls strength? for a possible str of 29?

They can when it comes to their ability scores, although the natural armor portion won't stack, and the bite benefit will probably be rendered irrelevant by whatever bite is available to an equivalent-level wildshape.

On the other hand, you'd have problems trying to stack the generic ability enhancers with Bite of the Were(whatever) spells because they both provide enhancement bonuses.

The problem is more to do with the interaction of these and Wildshape. I would suggest that in this case, you treat it as the usual "one effect overrides another" interaction - if they use a spell which alters their form, it overrides their previous shapechange (at least for so long as the spell lasts). Which could actually be thematically amusing. Wildshape into a wolf and then cast Bite of the Werewolf when you want to "go hybrid" for a while (and scare the living daylights out of the villagers).
