Are there any offical rulings anywhere that state that a creature with no eyes, but has blindsight can use true seeing as the spell? Blindsight says it uses non-visual senses and true seeing says that it allows you to see, inffering you have to see......I am only looking for an offical ruling though not an opinion or a house ruling.

You posted this thread twice.

I do not know of any official ruling, but there is nothing that suggests that you can't in the spell description, aside from the mentions of "see".

for some reason when I posted the first thread it did not show up on the forums, so I thought maybe I had not clicked the post new thread button. Sorry about that.

Happens a lot. No biggy.

EDIT: and apparently, my keyboard likes to miss keys a lot too.
