Blur
Illusion (Glamer)
Level: Brd 2,Sor/Wiz 2
Components: V
Casting Time: 1 standard action
Range: Touch
Target: Creature touched
Duration: 1 min./level (D)
Saving Throw: Will negates (harmless)
Spell Resistance: Yes (harmless)

The subject’s outline appears blurred, shifting and wavering. This distortion grants the subject concealment (20% miss chance).

A see invisibility spell does not counteract the blur effect, but a true seeing spell does.

Opponents that cannot see the subject ignore the spell’s effect (though fighting an unseen opponent carries penalties of its own).

Does blindsight negate the benefits of blur?

Generally any effect that allows you to locate and target something without the aid of sight is immune or ignores abilities that rely on sight to function (invisibility, displacement, blur, mirror image, etc).

See invisibility doesn't see through blur because the target is not hidden, but is instead blurry and hard to focus on. True seeing, by sheer benefit of what it does (seeing through all illusions, glamers, false visions, etc) is not affected by flur.

Note that if you had an ability that only permitted you discover the presense of something (some forms of tremorsense) but not pinpoint it, blur is still functionable because you are still seeing to target.
