The Head body Affinity allows adjustment to mind and knowledge things and as it has given all examples give + to Int. Wisdom which is a sort of knowledge is exampled as a necklace slot, would it be wrong to assume that I could make a Circlet of Intelligence and Wisdom +4 granting +4 to each? Would it still be priced as if both Int and Wis increases were proper to the affinity and thus not subject to a rate hike?

Most importantly however we notice that when compining like a +2 Enhancment (typicly 4k) bonus item with a +5 (2.5k) to Skill item the just stack for 6.5k and don't have an overall increase in both individual prices. So would we then assume it's two +4 Bonuses stacked, for 32k, instead of a +8 Bonus for 56k?

Looks like a rate hike on the Wisdom part.

DMG3.5 p.282, Multiple Different Abilities : "For items that do take up space on a character's body (such as a ring or necklace), each additional power not only has no discount but instead has a 50% increase in price."

Headband of Intellect +4 (grants a +4 bonus to Int)
(cost: 4^2 x 1,000 gp = 16,000 gp)

Headband of Wisdom +4 (grants a +4 bonus to Wis)
(cost: 4^2 x 1.5 x 1,000 gp = 24,000 gp)

Headband of "both above abilities" (grants "both above abilities")
(cost: 24,000 + 1,5 x 16,000 = 48,000 gp)
