You want a ring of jumpinhg but have no fingers to spare.. so you decide to try to make it into a tattoo on your legs.

Being thus:
Slotless and
Personal (kind of hard for someone else to use)

Would this then be a same costing or 1,5 costing item? Perhaps needing a special feat..

There is a spell in one of the books called "Create magic tatoo"

Which is temporary, and wouldn't do what he wanted (it's in MoF, and is a 2nd level spell)

Yes, it would be x2 the cost of a ring of jumping initially, for being unslotted, and could be whatever you wanted it to be (anklets if you wanted them too, instead of a tattoo) as long as it fit flavor-wise. If you're going for a tattoo, so that only you can use it, I would apply a 30% discount to the price as per the general restriction option in the DMG for pricing magic items.
so it would be 2,500x2x.7 =3,500 for a tattoo that was non-removable, and non-transferable.

As for needing another feat for the crafter, I would say they would need Craft Wonderous item, and a Craft skill that indicates an ability at drawing, calligraphy, or something of that type.

Edit: I failed to consider the points brought up by Luminous Crayon's post. I agree with her, and wouldn't give a discount for the tattoo. Price stands at 5,000

I would not give a price reduction based on an item being personal. An item that's only usable by one person has a built-in security mechanism: no one can swipe it and use it on you. This is not a disadvantage; it is a boon.

Not to mention that unlike other unslotted items like Ioun Stones, a tattoo can never be lost, stolen, confiscated, or destroyed. (Okay, I lied about never being able to be destroyed, but if you find yourself in a situation where your skin is being scraped off, a magic tattoo is the least of your worries.) Again, another distinct advantage.

If you want my take on it, a magic tattoo would have the normal base price of a similar unslotted item, times 2.5. It's not less useful than normal, it's more useful than normal. If this is disagreeable to you, or if all you really want is an unslotted item and it doesn't matter what kind, I suggest you look into Ioun Stones. If you're custom-creating magical tattoos anyway, your DM would probably allow you to create new Ioun Stones as well, at a standard 2x cost multiplier for being unslotted.
