No.

Read the PHB.

You do not gain the bonus spell slots until you can cast the actual spells of that level.

You can't cast 4th or 5th (or 6th, 7th, 8th and 9th) level spells at all, no way no how!

That wizard could cast 4-3-2-1 spells without ability bonus, so your spells per day would be:
4 - zero level spells
5 - first level spells
4 - second level spells
3 - third level spells
0 - fourth and higher level spells

You asked about using 6th and 7th level bonus slots "to cast lvl 0-5 spells??" - you can NOT cast 4th and 5th level spells yet - you'll pick up 4th level spells when you have your 7th level of Wizard, and 5th level spells when you have your 9th level of Wizard.

You are right.I confused wizard lvl 9 with wiz lvl 5.So,these bonus are useless for the wiz of that lvl...Thanks for answering!

I've got a question on the same topic. Should I let my players gain bonus spell slots for none permanent bonuses to a stat. Like should I let a sorceress with a 16 cha and a +2 cloak of cha have that extra fourth level spell slot? I'm currently not letting them. Saying that magic items don't stay on all day and don't represent their true prowess.

You should. There's a FAQ about this...

That is a House Rule. Officially the magic Items CAN stay on all day, and DO represent their true prowess.

More importantly they don't have to stay on all day, just long enough to memorize and cast the spells.

If you keep the on from morning till you go to bed, chances are you have done it.

Alright. Thanks. Two questions. Do you have precedent for this? So as long as they have it on they get the slot?

Precedent for the Headband of Intellect granting spell slots?
The FAQ and possibly the item (I don't remember if it is in the item.)
As was said, it gets wonky if you remove the headband during the day (you lose spells of the level that you had bonus slots regardless if the "bonus spell" you memorized had been casted or not.)
