Do you gain more spells know, or just spells you can cast with your high stat?

You only gain spell slots, not spells known.

While generally true, there is one exception to that rule.

A higher real intelligence at FIRST level, will increase the number of spells a wizard knows.

In addition, your spell stat must be high enough to gain any spells at all for that level.

(A Sorceror with a Charisma of 18 can not learn or cast ANY 9th level spells.)

He still gets his 9th level slots from the class, he just must use those slots for either metamagic spells or just use them for lower level spells.

Actually, you still have to have a casting ability score of 19+ to be able to cast a spell metamagicked to effective spell level 9. For example, a maximised disintegrate spell is cast as a 9th-level spell when it comes to what slot you have to use and all, including your ability score.

However, you can always use them for lower-level spells.

I disagree,
The spell is still only a 6th level spell. It just uses a slot higher than that to power the metamagic. The only exception is Heighten, but that's because it really does change the level of the spell. If the DCs went up, then I'd consider it. I've also run this idea down before, but it's been so long, I forgot where the trail ended.

Please, read the following passage...

Effects of Metamagic Feats on a Spell

In all ways, a metamagic spell operates at its original spell level, even though it is prepared and cast as a higher-level spell. Saving throw modifications are not changed unless stated otherwise in the feat description.

[...]

While the spell operates at its level, you (prepare and) cast it as if it were a higher level spell (the entry goes further on to point out that the spell has its standard saving throw). Since you must have a minimum score of 10 + spell level to cast a spell, I think it's pretty clear you must have a score of 19+ in this case.

correct. the key is "prepared and cast". Also, Maximized Disintigrate is 10th level, not 9th level, and thus you must be epic to pull it off.

*ahem* Disintegrate is a 6th-level spell, so I believe that puts it to level 9.
