A spellcaster always has the option to fill a higher-level spell slot with a lower-level spell.

-Page 178 of the PHB

(She will not actually get the bonus 2nd-level spell until she is a 3rd-level wizard, since that's the minimum level a wizard must be to cast 2nd-level spells)

-Page 8 of the PHB

So, could a 1st-level wizard with 15 INT (1 1st-level and 1 2nd-level bonus spell) use his 2nd-level bonus spell as a 1st-level spell slot?

Or, are the bonus spells really just bonus spells and not slots?

The character must have access to the spell slot in order to fill it with a spell reguarless if they have bonus spells from his character scores.

The first quote you posted basically means if they are able to cast 1st and 2nd levels spells, they could memorize a 1st lvl spell in a 2nd level slot. But they still would need the ability to cast 2nd levels spells to be able to memorize anything in a 2nd level spell slot.

I had never considered that solution. Sadly, I don't think the designers wanted "roll-over" (for a lack of a better term) bonus spells. Although, I've always felt a bit cheated by having extra spell slots I know are just out of reach due to spell levels.

Nothing like a 1st level wizard with Int 20 with around 8 1st level spell slots. Yum.
I've also always felt cheated that the cantrips don't get bonus spells at all either. If you extrapolate down-wards, those should get a bonus spell at +0.

Maybe it could be a variant on the spell point system! Each spell level is worth 1, while a zero level spell is worth .5. If you get bonus spell slots you always have access to them as MP. Hmm. It would certainly change game dynamics at lower levels. I think Higher levels would remain MOSTLY unchanged. You'd get a couple more 9th level spells with points if you wanted them.

That's more of a bad way to write what you mean (on the designers' part)... The second quote should say that you do not get the spell slot.
