Do bracers of armor work against incorporeal attacks? In other words, are they ghost touch?

They're a force effect, so they can block incorporeal attacks. Though they aren't technically ghost touch, for most purposes, they're pretty much the same thing.

O.K., then the next question would be is that balanced?

The bracers are priced according to only having an armor bonus (1000 * B^2), where B = armor bonus.

Therefore, is it balanced to include the ghost touch property for free?

Considering they don't stack with regular armor, I would say so. Adding a + to armor costs the same as equivalent bracers. +3 leather armor, for example, would provide a total of +5 to AC, costing 9,000 + cost of masterwork leather. Bracers of Armor (+3) only provide a total of +3, and they cost 9,000 gp. In short, by relying on bracers of armor, you can't boost your AC as high as you could with enhanced armor, and if you could, it wouldn't be as cheap.

However, an armored person could wear the bracers to get some benefit. Example: A fighter wearing flat +5 Full plate: It's useless against a ghost, but if he wears a pair of bracers of armor +2, he'll have a +2 armor bonus against the ghost instead of none.
