Brooch of Access? [Archive] - Wizards Community

One of my 2nd ed. characters has a magic item called the "Brooch of Access" (101 charges), but I don't remember what it does or where it was found.
It may have come from the newer reprint of the Tomb of Horrors. I looked in the Magic Encyclopeidas with no luck.
Any info on what it does or where it is from would be great.
