My question is, would the spell's effect happen in that area... or would it happen in the designated square, but outdoors. Of course it would happen within the area you intended. The area of effect is a 30 ft vertical line; if you interpreted the spell to "start from the heavens", it would never reach the ground in pretty much any scenario. Picture small clouds forming over the target just before the spell goes off, if you have trouble visualizing it (at the starting point of the 30 ft line).
