The soc in my game has a air elemental. He wants to know if he can give it magical items as he wants to make him stronger (raise his str score).

It depends on your DM. If you're the DM, it's up to you.

I would allow an air elemental to use non-slotted items only.
No body slots, so no items attuned to a body slot.

I am the DM. What do you mean no body slot items. Like ion stones?

Perhaps Seeker means "body slots" like rings, armor, or bracers, etc...

This is pretty much just like a topic that came up earlier (something along the lines of "Can air elementals wear rings?"). Savage Species says they could, even though they are not naturally proficient in armor (since their favored multi-class classes are mostly fighter-based, they can gain proficiency there). Also, a lot of monsters lack appropriate body slots, but can still use the item, albeit in a different manner. (a collar instead of a necklace on a wolf, for instance).

Besides, despite being made of air, they are not incorporeal and they are not invisible, so I see no reason why they can't hold onto magic items. However, as a DM, I would say the Air Elemental automatically drops anything it has in its hands or has equipped once it uses its Whilrwind special ability.

Unslotted items don't have limits on how many of them you can use at once. You can only wear one pair of boots, for instance, but you can have as many ioun stones as you want (though having more than three or four might prove somewhat distracting as they whiz around your head). The RAW don't place limits on the number of unslotted items you can wear, though your DM may impose practical limits.

Or, in Seeker-haiku form, this answer would be:

Unslotted means that
Munchkins wear as many as
They get their hands on.
