Can a master magic-user cast a spell on a lesser character that will last for life and allow the spelled character to use it? Say a wizard wants to spy on a king. He himself doesn't have access to the king, but one of his minions does. The minion is unable to cast the spell. So he casts detect magic permanently on the minion and sends him into the kings chambers and if the king is packing magical weapons and armor, or items, the minion detects it, and reports back to the master. The master can send his henchman to do this over and over, until the minion dies, is this legal in D&D?

You can cast Permanency on Detect Magic, yes.

However, this costs XP and also is fairly easily dispelled, making it a potential waste.

It would be easier to create a Ring of Detect Magic, or a Lens of Detect Magic, using item creation, and have the magic "given" to an underling that way, since then it lasts as long as the item does (unless it's hit with a Disjunction, but that's unlikely, I would hope) and you can get it back and use it yourself (or sell it) whenever your underling is done with it...

certain types of magic? Like could a ring be made that can only be destroyed by giant strength, or dragon fire, or a wish spell? Or even any of the three?

Specific forms of destruction? Sounds like an artifact to me.

Note that you can't cast Detect Magic on someone else. It just affects you. Looking at the Permanency spell, it seems you can't make it permanent on someone else either, if it's a spell you can only cast on yourself.
Also, permanent is just permanent until it's dispelled.

Magic items can get around both of these things, I think, though you'll have to make it an item the minion can use. Scrolls of Permanency and Detect Magic probably won't work. A Lens of Detect Magic would be easiest, I think. Once or three times per day should be enough.

As for protecting it against destruction, requiring specific ways seems very powerful. It's probably easier to make sure it isn't noticed. A Lens or something like that with Nystul's Magic Aura on it would work (though you can't make that one permanent).
