If he can, then what happens to the casting time (like wizard or like sorc)?

1) Yes.

2) If casting a prepared spell, like wizard.

3) If spontaneously transforming a spell into healing, like Sorceror

Cleric is overpowered.

Cleric is overpowered. Not at all.

At the same time, I would not allow clerics to use metamagic rods. "Augmenting" divine power after the fact does not fit with my campaign. (Of course, I don't allow metamagic rods in the first place, but that is another issue altogether!)

Cleric is overpowered. Take "Cleric" out and insert "Metamagic Rod". Then you're correct.

I like the concept of the meta rod, but I think the execution was horrible. Wish, and a CL of 17, to make even a pansy lesser still spell rod?

I think the prereqs should be: craft rod (duh), meta feat in question, and a CL high enough to cast a spell with said meta feat. Instead of breaking them down into vague catergories (lesser, intermediate, greater), just list the level of spell the rod can affect (1st- 8th). For example: metamagic rod, 2nd lvl empower.

Another limiting factor would be to only be useable 1/ day. With 3/ day, you could be out of the spell (mmm... maximized disintegrate) you would want to apply the rod to before you run out of rod. Also, you could have different versions for arcane and divine spellcasting.
