Can a wish spell be used to recharge the charges in a magical staff as long as all of the charges haven't been used up yet?

The PH (3.0, sorry, I may be outdated) says that wish can be used to create an item of up to 15000 gp in value. Therefore, I would say that wish can be used to re-charge up to this value in charges (a charge's value is equal to the staff's total value devided by the total number of charges originally in the staff, normally 50).

For example, a Staff of the Dragonslayer has a value of 54000 gp, and a charge value of 1080 gp/charge. So, a wish spell could re-charge 13 charges to that staff.

I thought that only staves that specifically say they can be recharged, can be recharged. Otherwise the staff is a glorified wand...

By the rules, you cannot recharge an item.
Technically, you can "recharge" a staff for the same price as creating it.
Many DMs on these boards have created houserules to allow for it at a discount.

I allow it for staves with non-staff functions, at half the price. For example, if your staff is a +1 quarterstaff of fire, I allow the "of fire" part to be recharged for half the price of a regular staff of fire.

Sounds fair to me. Of course, that might be the 2nd edition (pronounced Scotch) talking.
