My friend wants to make a new spell, and wants some opinions on wether or not its balanced. So, here goes.

Tyrion's Black Ball

Conjuration
Level: Sor/Wiz 1
Components: V,S
Casting time: 1 Standard action
Range: Close, 25+5ft/level
Target: Ranged touch attack
Duration: 1 round/level
Saving Throw: none
Spell Resistance: none

A black ball of expanding magical tar comes into being speeding in the direction of the casters choosing, and sticks to anything it touches. The sphere Expands to a 1 foot radius sphere. The target may take a full round action and make a dc 17 strength check to remove the sphere. The sphere imposes a -4 to dexterity and restricts movment by 10 ft.

So, what does everyone think?
Is it balanced? The only thing I would change is the strength check to make it equal to the casters save dc. Other than that i believe it to be balanced.

Define "restrictions movement by 10 ft" more.

I am not sure what you mean by it.

If a character moves 30 ft a round, after the spell hits they only move 20.

I would change the wording to:

Reduces speed by 10ft.

To make it a fair spell, I would also put in a line stating that the spell can not reduce Dexterity to less than 1, similar to ray of enfeeblement.

Yeah, I think he made it to be alot like RoE, so adding that line would be good.
thanx for the advice.

Um, you mean it has to be Penalty?

Ray of Enfeeble only has that limitation because it is a Penalty not damage to Strength.
