The PHB states that an enlarged spell uses a spell slot one level higher than the spell's actual level. Does this mean that I cannnot have enlarged level 9 spells, since there are obviously no spell slots higher than level 9?

If you don't play into epic levels, then you will never have a large enough spell slot for an enlarged 9th level spell.

There's a few ways you can do it without using the Epic rules to acquire a 10th level slot.

If you are a cleric, you can take the Divine Metamagic (Enlarge) feat that you'll find in Complete Divine.

Any caster can take advantage of a greater metamagic rod of enlarge. Of course, that'll cost you 24,500 gold and will only allow you to enlarge 3 spells per day.

Summary: No. Maybe. Yes, but it'll cost ya.

An Incantrix (arcane prestige class from Forgotten Realms) can apply metamagic feats to spells without increasing their level, but it is difficult to do so with 9th level spells.

According to Errata, it may be impossible to do so. "The incantatrix cannot use this ability if the metamagicked spell would normally use a spell slot of a higher level than he could cast. For example, a Wiz 5/Incantatrix 4 could not use an instant metamagic Still Spell on any of his 5th-level spells because he does not have any spell slots above 5th level."

Metamagic rods.

At epic levels, take improved spell capacity. You'll need an Int of at least 20.

Sudden MetaMagic feats from Miniatures Handbook or Complete Arcane.

Since the Instant Metamagic feats are in the game now, I don't think it's too powerful to allow the Incantatrix to apply even his "instant" metamagic ability to spells that would normally be too high for him. It does exactly the same thing as the Instant Metamagic feats, but he has a bit more flexibility with it. And the Divine Metamagic feats already allow you to go above your normal spell level limits. I don't see why clerics should be able to do so, but not wizards and sorcerers.
