The spell states you can tread on water, but it also says you treat water as if it were solid ground.

So technically, can one lay/rest on water if under the effects of water walk ?

Azar, that's not really the important part of the debate. What really matters, is that assuming it works, can the effects be made Permanent, and do you drown if somebody casts Dispel Magic, and should Permanency be renamed Temporency?

Effects made permanent unto yourself because of you casting a spell under the effects of Permanency are susceptible to being dispelled under 3.5e... ;)

I would be more worried about aligators than dispel magic.

So technically, can one lay/rest on water if under the effects of water walk ?Yes. Nothing in the spell description indicates it requires concentration.
But sleep too long and you probably will wish you had a better alarm clock. Or at least a drier one.
