No.

By definition, an artifact is an item whose creation process is lost. Nobody knows how to make them.

Even Epic players can't create artifacts

Note that the only difference between an Epic magic item and an artifact is that you can't create artifacts

Quoting the SRD 3.5:

Minor artifacts are not necessarily unique items. Even so, they are magic items that no longer can be created, at least by common mortal means. Major artifacts are unique items—only one of each such item exists. These are the most potent of magic items, capable of altering the balance of a campaign. Going to epic levels...Minor artifacts are not necessarily unique items, but rather magic items that no longer can be made by common mortal means—even by the hands of epic creators.

to create an artifact, one must be a diety and have all the non-epic item creation feats, and select the special ability that allows one to create artifacts.

the difference between artifacts and Epic Level items, is that artifactswork in anti-magic zones and otherwise follow special rules that Magic & Epic Magic items do not.

Only if the PC is a Deity with the following Salient Divine AbilityCRAFT ARTIFACT
Prerequisites: Craft Magic Arms and Armor, Craft Rod, Craft Staff, Craft Wand, Craft Wondrous Item, Forge Ring, Scribe Scroll.
Benefit: The deity can craft magic arms and armor, staffs, wands, wondrous items, rings, and scrolls that exceed the normal limits for such items
Suggested Portfolio Elements: Crafts, knowledge, magic.

Or if the PC has access to other Artifacts that allow them to create Artifacts of their own, such as the fifth set of Nether Scrolls Ars Factum.

Neither of the above are commonplace occurences for a player character, nor will either of them ever occur often enough in a campaign to cause custom artifacts to become a commonplace occurence.

My first instinct was to say no, this can't be done.

Then I realized, it SHOULD be doable, but NOT using the feat that a God uses.

How I think a non-deity could create an Artifact.

Step one: Find a unique, powerfull, object/material.

Step Two: Craft it into a device of some kind, such as cloathing, armor, weapon, tool, chair, etc. etc. etc.

Step Three: Expose it to aa really wierd, powerfull magic/rare circumstance.

Step Four: Realize what happened, try to figure out what it's powers are. Note, you do NOT get to choose what the powers are, the DM gets to.

This process should definitely NOT use up XP, but it should in all probability use up something else such as Stats, souls, etc. Frankly XP is just nto powerfull enough to limit the item.

Here is the kind of thing I am talking about:

Being present when a God was destroyed, a clever halfling, open a vial, and collected the dust that was all that remains of the god. He takes that dust, mixes it in with paint, and paints a picture of something. Later, while traveling on the plane of Fire, protected by an 8th level spell, a thief attempts to read a scroll of M. Disjunction on them, but fails his check, and dies.

Now that painting should be a minor artifact. It's powers could depend on the original God, fire, protection, Disjunction, and/or whatever the halfling painted.

There is a halfling monk in the party that keeps his craft: painting ranks maxed out, and this is something he would try! :P

Minor artifacts are not necessarily unique items. Even so, they are magic items that no longer can be created, at least by common mortal means.Note also that clarification: "at least by common mortal means". The obvious implication is that characters in general cannot create artifacts, even with the right collection of item creation feats, but that there may be a specific mechanism to make a specific minor artifact if the DM decides to allow it.
