Can you apply metamagic feats to items? So could you add say extend or still(and or silent) to say a staff or wand? or even a wondrous item like a cloak?

If the item was created with the feat, but to apply it after the fact, no.
For example you could put an empowered fireball into a staff, but if the staff only has fireball and you have the empower spell feat, then you can't apply it as you cast the spell.
P.S. When you create the item you have to pay the cost of the spell at its new level(with the metamagic feat).

Normally, the answer is no, but there are feats that allow you to apply metamagic feats to items, such as Metamagic Spell Trigger in Complete Mage.

Metamagic Spell Trigger states that you can't exceed 9th level, if it were to be used by an epic spellcaster with master staff and improved spellcasting capacity at the necessary levels could you then use more than 9th?(IMHO this 9th limit is due to the fact that this book is oriented towards non-epic levels)

It would be a houserule, but your reasoning is sound. It is probably worded that way because of an assumption of a pre-Epic game; the Epic rules in general are pretty poorly thought out.

make an epic feet to use it I guess just to be shure that wizard lose the few feats they have...
Can you increase the level of a wand spell above 4th??

but ya I'd probably assume that you coud meta it above IF there is already a spell of 10th level or more in the saff

Sure, just remember to increase the cost by the level adjust. Also be aware this effects max level for wands, etc.

Quicken is often used to price items with swift action activations.

I am assuming you mean crafting the item with a metamagic inside.

no can you cast a spell from a staff and apply a metamagic feat to it(would master staff help this?)

No, but there may be feats or items that allow you to do so.
Check Complete Mage.
