If my rogue with a high UMD modifier wants a permanent see invisibility, can he buy a scroll of SI, use it, then use a scroll of permanency while the first scroll is still working?

RAW (rules as written), yes.

Absolutely. Just make sure your scroll of Permanency is scribed at a high enough caster level to meet the requirement for the base spell (see PH page 260).

So if an Artificer made enough scrolls of Permanency (SP?) and made enough scrolls, he could permanently boost the party with different spells?

In theory, yes.

The Artificer could permanency any of the spells that don't require you to do it on "yourself" on the other party members. In order for the spells you do on "yourself" to work (see invisibility can only be permanencied on yourself) you have to be the one who activates both scrolls, and the scroll has to be a minimum caster level. The Artificer could *make* the scrolls, but you'd have to cast it yourself (i.e. you yourself would have to have the spells on your spell list or make the UMD check).

The whole party can only get see invisibility this way only if the whole party are arcane casters, have the Magic domain, or have high UMD checks.

Also, this isn't really worth it, in case you couldn't tell. CL 10 scrolls of see invisibility are expensive, permanency is expensive, paying 1,000 XP every time you permanency see invisibility is expensive, and the fact that, unlike a magic item, permanent spells can be totally dispelled by any high-level mage, make this a bad idea.

I probably should have looked that up before I asked, but maybe on the artificer himself it might be worth it. Though...1k xp is alot.
