Can you sneak attack with a spell? Specifically can you do it with a touch or ranged touch spell?

Assumong that the spell requires an attack roll and deals hit point damage, and that you meet the normal requirements for a sneak attack, then yes, you can sneak attack with a spell.

and generally any spell that you need to make a to hit roll, also has a chance to crit (as well as deal sneak attack damage within range of course and on a legal target).

That's the big schtick of the Arcane Trickster in the DMG. We currently have an arcane trickster in our party and with the Practiced Spellcaster feat as well as Quicken Spell and all of the Orb Spells (and lesser versions thereof) in Spell Compendium (originally in Complete Arcane) that do not allow SR, he's doing a great job dealing big damage. In those books they also have those low level spells that allow sneak attack on golems and undead, which in effect, takes away his greatest weakness.

and generally any spell that you need to make a to hit roll, also has a chance to crit (as well as deal sneak attack damage within range of course and on a legal target). This is only partialy true. In order to crit/deal Sneak attack damage etc. a spell has to both require an attack roll and inflict damage, this damage can be in the form of normal HP damage, ability damage, ability drain, or negative levels but some sort of damage must be inflicted. Thus spells such as Ray of Enfeeblement which imposes a penalty rather then deals damage can not be used for sneak attacks even though they require an attack roll.
