A friend of me asked if it was possible to cast spells while moving (except for the Quickened ones and the Hustle Psi-Power). I first thought about the "Shot-On-The-Run" feat, and wondered if it applied to rays and other ranged touch attack spells. Then he asked if it was possible to cast a spell exactly *while* moving normally (if requiring a purely mental effort), and I was left to wonder again.

Does Shot-On-The-Run apply to ranged touch spells?

Is there a way (feat or such) to cast spells while moving at your full speed appart from quickened spells?

Mobile Spellcasting feat, Complete Adventurer.

Note:the feat doesn't allow you to cast while moving, but the benefit is quite similar.

BTW, this is a no.

Shot On The Run specifically applies to ranged weapons.

If you can Fly, you can use the feat Fly-By-Attack.

It allows you to move, do ANY standard action, then complete your move.

(Note unlike Spring Attack,you do not get any AoO protection).
