Are scrolls set with the lowest level at which they can be made, or is the caster level set by the creator? Does it cost more to create a scroll set at a higher caster level? Is the DC for a scroll which you made lower than if you cast the spell because it's set with the lowest possible stat score required to cast the spell?

2)Yes, it does. Check the formulas near the back of the DMG regarding item creation.

3)No, the DC isn't any different. It is based upon the creator at the time of its scribing. Of course a creator can elect to make a scroll weaker (lower the caster level, and I think drop the DC), but it's not expected to be so unless stated.

The minimum caster level for a scroll/potion is the minimum level to cast the particular spell. So a wizard can make a fireball-scroll or potion at caster level 5 or higher, while a sorcerer's scroll must be at least caster level 6 (because a sorcerer cannot cast a fireball at 5th level).

Related question: How do feats work with scribe/scribing scrolls. Say my character has the augment summoning feat, would that apply to anything cast from a scroll or scrolls made?

Spell level vs DC
0 10 (score 10 -> 10+0+0)
1 11 (score 11 -> 10+1+0)
2 13 (score 12 -> 10+2+1)
3 14 (score 13 -> 10+3+1)
4 16 (score 14 -> 10+4+2)
5 17 (score 15 -> 10+5+2)
6 19 (score 16 -> 10+6+3)
7 20 (score 17 -> 10+7+3)
8 22 (score 18 -> 10+8+4)
9 23 (score 19 -> 10+9+4)

The same principle is generally applied to feats: unless it's a staff, neither the creator or user's feats provide any benefit. It is possible for the DM to create / allow a custom item that includes the effect of one or more feats, but the price should be adjusted (upward) accordingly.
