Does a player need a caster level of adequate level to cast spells from a magic item, or does the caster level of that item simply refer to the power of the spell upon creation?

More specificaly,
If a player finds a magic item with a given number of chargers for a specific spell, or the ability to cast a certain spell a given number times per day, does the player need to have a caster level of equal or greater value than that of the spell? Is the item (with its creator's ability) able to cast the spell, or is player who finds the item actually casting the spells?

depends on what type of item it is.

scrolls are spell completion. if you are not high enough level, you must make a caster level check. also, the spell must be on your spell list, and must be arcane if you are an arcane caster, or divine if you are a divine caster, and it may misfire.

wands are spell trigger. the spell must be on your list, but otherwise you may cast it, even if you don't have casting abilities yet (so rangers and paladins can use a wand of CLW even before they can cast spells, because it is on their list). no chance of failure, and you don't have to match types of magic. your caster level is irrelevant.

staves are spell trigger. they work the same way as wands, but are better. high caster levels will make staves more powerful, as will high save DCs.

as far as i know, for other items your caster level is unimportant. if it lets you "cast a spell", the item itself is doing the casting, and only it's caster level is important, not yours.

anyways, that's my understanding... it may be horribly wrong...
