If a druid or cleric lvl 20 or less got his caster level to 21 or more through any of ways to do this (spell focus, divine power, ioun stone...), could he shapechange into a solar or demilich (both are 21HD creatures)?

He could turn into neither. A Solar has 22 HD, and the highest casterlevel you can get is 21 with a Ioun stone. A demilich is not a creature, but a template applied to a powerful enough lich, so you can't turn into one.

And Lich is a template you apply on a corporeal living creature. And yet demilich is in the epic level handbook bestiary.

Andcaster level is easy enough to raise to 22 for Solar. The question is (or shoul be): are these viable (as epic level creatures) for non-epic casters.

No for demilich, since it is not so much of a creature but rather, a template. Yes, for solar, if you can somehow get your caster lv to 22. There's spell power from heirophant, practiced spellcaster(if you have a bard to inspire greatness)...

You augment your own spellcasting prowess with the phenomenal physical stats granted by a solar...go for it! I say.

you can't shapechange or polymorph into templated creatures
