If a wizard wants to use a scroll of a higher level than he is, he makes a caster level check of: the min. level to cast the spell +1.

so does he roll a use magic device ?

No, he rolls 1d20 + his caster level in the class whose spell list contains the spell on the scroll.

For example: a 5th level wizard attempting to use a scroll of disintegrate would roll 1d20+5 against a DC of 12 (minimum CL 11 + 1).

This is simply a straight caster level check, not Use Magic Device or anything else. Caster level checks are always 1d20 + Your current caster level(barring feats, class abilities, racial abilities, etc).

Like any other check, you must meet or exceed the DC to succeed the action, so, for example, for a 5th level Wizard to use a scroll of Black Tentacles(a 4th level spell) he would have to succeed a Caster level check (1d20 + 5) against a DC of 8 (Minimum caster level of 7th)...

Though, if the scroll was prepared with a higher caster level it would require a higher DC.
