What would people think about a version of the haste spell that only affected one person (or caster only, if that makes it easier)? Appropriate for a second level spell? If not, are there tweaks that might make it acceptable?

Edit: I'm speaking of 3.5 haste, of course.

IMHO, a version of Haste that is touch spell affecting 1 target could be researched as 2nd level spell without problems (note: of course speaking about 3.5). After all, giving up both range and number of targets reduces it's power significantly.
Perhaps even targeted version affecting only 1 target is fine as 2nd level spell.

For more of a 3.0 feel I'd go with Hustle

From the Psionics SRD
Hustle
Psychometabolism
Level: Egoist 3, psychic warrior 2
Display: Auditory
Manifesting Time: 1 swift action
Range: Personal
Target: You
Effect: 1 extra move action
Power Points: Egoist 5, psychic warrior 3
You gain an additional move action in the current round. Taking a full round’s worth of attacks and then using this power to move away from your foe does provoke attacks of opportunity.
You can manifest this power with an instant thought, quickly enough to gain the benefit of the power before you move. Manifesting the power is a swift action, like manifesting a quickened power, and it counts toward the normal limit of one quickened power per round. You cannot manifest this power when it isn’t your turn.

For all the bonuses (AC, saves, attack, etc.) I don't think i'd be too much. Though I'd have a costly material componant to off set.

primemover, I don't have any experience with psionics - is that about equivalent to a 2nd level sor/wiz spell?

Sort of... the entry:
Level: Egoist 3, psychic warrior 2

would be similar to:
Illusionist 3, Bard 2

So it is about equivalent to a Sorcerer/Wizard/Cleric fourth level spell (a bit lower if restricted to specialists), however dropping the "quickened" option should put it in line for a second level spell.

Personally i don't think its an all overpowered... if its self only, it isn't that great a boon to spellcasters execpt at low levels, when they can actually hit something. The +1 to hit, AC, and reflex, along with an extra attack, aren't that great at higher level, certainly not something worthy of casting at the begining of a battle. At lower levels, its duration would be pitiful, spend a round casting, and 2 rounds later, it wears off.

It also doesn't at all compare to haste, which allows you to buff the whole party with one spell, in one turn...and gives bonuses to fighters who can actually use them.

Even with one target, i don't see much of a balance issue - buff the fighter, and he does become a lot more effective, but it offers no glory to you. Perhaps make it have a range of touch, so the mage has to risk getting into combat...

I'll introduce you to Sarina Lightfoot.
Sarina's Spells: Theme-Speed:
Sarina Lightfoot was a bard who believed that speed was the key to success in any endeavor. She was weaving magic and fasting for a week when she discovered in a dream the key to this. In the dream she learned that how move quicker than a person can though cause great strain on the body. How to use magic to make someone greatly faster than the norm and dodge most attacks. She from then on has gone on to find the spells to accomplish these and more speedy experiments.
One day, she hopes that people will say, "Look at him go, he moves as if he was under one of Sarina's spells."

[ Sarina's Yellow Frenzy ]
[School Necromancy]
Level: Bard 1(Wizard/Sorcerer 2)
Components: V, S
Casting Time: 1 Standard Action
Range: Self
Target: Caster
Duration: 1 round / lv. (d)
Saving Throw: Fort negate (harmless)
Spell Resistance: yes(harmless)

The caster moves and acts more quickly than normal. When making a full round attack you may make one extra attack using Full Base. You are also granted a +2 insight bonus to Initiative. (Effects are cumulative with haste, but does it bot confer a extra action, so no using it to cast a second spell). There is a price for the stress upon the body placed on your physiology, however. Subject takes 1d4 nonlethal damage/round. The caster may end, as a move action, spell at anytime. (Useful if you can't take any more damage without collapsing.)
Sarina's Yellow Frenzy is countered and dispelled by slow.

[ Sarina's Great Agility ]
[School Transmutation]
Level: Bard 3 (Sorcerer/Wizard 4, Domain-Travel 4)
Components: V, S, F
Casting Time: 1 Standard Action
Range: 10 feet (Centered on caster)
Target: 1 living creature/5 levels.
Duration: 1 round /lv.
Saving Throw: will negates(harmless)
Spell Resistance: no
Focus: A ribbon tied on left leg.
You confer an enhancement bonus to dexterity sufficient enough to raise dexterity to 18(if not 18 or higher), and the Dodge feat for the duration of the spell.

[ Sarina's Awareness ]
[School Transmutation]
Level: Bard 4
Components: V, S,
Casting Time: standard action
Range: touch
Target: 1 living creature
Duration: 1 hour
Save Throw: none
Spell Resistance: no
Description: Subject is granted increased awareness, a fraction of a second in time. This allows the subject to sense which direction attacks will come from.
Effect: Subject gains +4 insight bonus to AC. This insight bonus is lost whenever the subject loses DEX to ac unless only flat-foot, in which case it instead grants +2 insight bonus to AC.

[ Sarina's Evasion ]
[School Divination]
Level: bard 5
Components: V, S, F
Casting Time: full round action
Range: Touch
Target: 1 living creature
Duration: 1 minute /level
Save Throw: will negate (harmless)
Spell Resistance: no
Focus: Feather of an Eagle.
For duration of spell, target gains evasion, as the rogue class special ability. If target already has evasion, he instead gains improved evasion for duration of spell. Multiple castings do stack

I'd agree with evangelion1010 - lesser haste - which functions identically to haste but with range "Touch" and affecting 1 target only - would be fine as a 2nd level spell. Although gaining a second attack during a full attack is quite powerful at ECL 3, the spell has an extremely short duration until ECL 5, when it is obsoleted by haste, and ECL 6, where iterative attacks begin.

The main concern I'd have with range touch (vs Personal) is that it allows potions of lesser haste for 300gp rather than 750gp, but 300gp for a 3 round haste (only 2 standard actions since one is used to drink the potion) isn't that worrying from a balance perspective.

Theres a new spell in Complete Adventerur called Swift Haste. I think its a 2nd level but it might be a first, can't remember whose all spell list it is on either (actually I think its just a Ranger spell).

But the gist of it is that it has only a verbal component, takes a swift action to cast, has a range of personal and lasts for one round.

So, good for two weapon fighters, or if you need some extra boost of speed for a round. No somatic components means you can cast it with your hands full.

On the original proposition, I am a pretty conservative DM, and I would have no problem with Target: One creature touched being second level. If it were caster only, I'd make it first, but would have a hard time ever choosing it over expeditious retreat!
