It may be a serious error on my part, but for some reason I recall in 3.0 that casting on the defensive extended the casting time of a standard action spell to a full round. Its possible this is a mistake on my part, but it leads me to this question.

A) Was this changed into 3.5 or did it simply never exist

B) Casting on the defensive seems to be an incredibly easy skill check (given how cheap a +5 skill check item is). Is it intended to get around the AoO that spells draw so very easily?

Thank you.

never existed
SRD: SkillsI: Concentration
The DC of the check is 15 (plus the spell’s level, if casting a spell or using a spell-like ability defensively). If the Concentration check succeeds, you may attempt the action normally without provoking any attacks of opportunity.notihing mentioned about increased casting time.

with your item it would be only 10 +lvl thus even then you have 50/50 chances to loose the spell (assuming you got no ranks in Concentration).
