Can I modify spells cast out of staffs with metamagic feats and/or metamagic rods?

Short answer, no. You are not casting the spell. You are activating the staff, using the magical ability of the staff to achieve a spell's effect. It seems an arbitrary point, but its for this exact reason. Of course, a spell could be placed in a staff with a metamagic feat already applied to it, but that's a different question.

Granted, there's nothing to preclude house-ruling a feat that does work with magic items, but what you are talking about is not within the scope of the rules.

Actually there is a feat in Complete Mage that allows you to apply metamagic to spell trigger items, but it requires you expend extra charges.

Bingo! No need for a house rule then. And yes, the feat is called Metamagic Spell Trigger. Good catch Gadren.

However, Tyger's original answer still applies.
Without the Feat or a houserule, you can't.

Metamagic Spell Trigger is also an Artificer class ability. It's Eberron, sure, but it's handy.

I believe the Incantatrix gains that ability too.
