I need some clarification about spells with a casting time of 1 round.
The PHB says that the spell takes effect just before the beginning of your turn in the round after you began casting the spell.

Let's take Call Lightning for example. The druid rolls 13 for initiative.
1st round : At initiative 13, the druid begins casting call lightning.
2nd round : The spell comes into effect just before initiative 13 and so blasts the target designated by the druid.

Acording to the rules, during round 2 at initiative 13 the druid can act normally. Can he call down another bolt of lightning immediately? Or does he need to wait for next round? If no, can he take another action in round 2 such as casting a spell or attacking, or something else.

The same question may apply regarding summon monster spells. I suppose the summoned creature appears just before the initiative of the summoner and so the summoner can fully act during round 2. Am I right or does the caster need to wait round 3 before acting again?

All actions are taken on a character's own turn. The one-round spells are "ready to be used" right before your next turn. This removes any concern that you might not be able to use them on your next turn.

Yes, upon casting the spell you complete you call down a bolt for 3d6 damage. Then you may spend a standard action to call another 3d6 for a total of 6d6 damage on the second round

First round 0 damage
Second round 6d6 or 3d6 + second spell of standard action casting time
Third round Spell or another 3d6

Same with summoned monsters.
