so the fabricate spell changes non-magical raw materials of one kind into a finished product made of the same materials. high quality items can be made if the caster makes the appropriate craft check.

dispel magic suppresses the magical properties of a magic item, rendering it non-magical for 1d4 rounds, after which the magic returns on its own.

so, lets say i have a magical +1 masterwork longsword made from normal steel. i cast dispel magic on it to make it non-magical (to make sure the magic is suppressed for at least 2 rounds i cast an empowered version). then, i cast fabricate on the sword to turn it into another masterwork sword of roughly the same size (lets say, a scimitar, or whatever). i roll the appropriate craft: weaponsmithing check to make it a masterwork item and wait for the dispel magic to wear off. do i now have a +1 scimitar?

also, consider that if such a maneouvre were allowed, the dm should be expected to also implement some checks to make sure this isn't abused. ie, he might rule that the resulting item must use only the materials in the base item, so only items of similar (or maybe smaller) size may be made this way. also, certain enhancements (like keen or vorpal) may be wasted if the resulting form is not a slashing/piercing weapon (i'd rule that the +1 or +5 are still there, but just don't do anything, making further enhancements costly). the body slot affinities table in the dmg should also be enforced somehow.

I came across the following somewhere, maybe at the Wizards site, I'm not sure. It may help you. As far as dispelling the magic, etc. I do not believe it will work. Not sure why, but I don't see it. It maybe possible as far as the rules go, but it seems off for some reason I can't quite grasp. Anyhow, check out this spell.
Clangeddin's Dweomertransfer
Transmutation
Level: Sor/Wiz 5, Clr 5, Drd 5
Components: V, S, M, XP
Casting time: 2 hour/point of total enchantment bonus
Target: Magical weapon, armor or shield and masterwork weapon, armor or shield (see text)
Duration: Instantaneous

Note: clerics call this spell after their god's name, e.g. Gond's Dweomertransfer. Possession of the feat Craft Magic Arms and Armor is not required to cast this spell.
You transfer all of the powers from a target enchanted weapon, armor or shield to another mundane, masterwork weapon, armor or shield of different size or shape. For the spell to work correctly, the new item must not be more than two size categories away from the magical item; armors must not be more than one weight category away, and weapons must be similar enough for the spell to work (examples; two swords; mace and warhammer; axe and halberd; longbow and shortbow; light crossbow and repeating crossbow). Both items must be made at least partially of the same material. You can overcome these restrictions only through multiple castings of this spell (only when appliable). Properties that cannot function on the new item are transferred, but they become "dormant" and only an analyze dweomer spell will reveal them. Once the spellcasting is completed, the former magical item is just a mundane masterwork item. Druids can cast the spell only upon items allowed by their spiritual oaths (as for crafting items from scratch).
Material Component: Two pounds of the material the items are made of, plus one extra pound per size category over Medium of each weapon.
XP Component: One-quarter the XP cost of crafting the first item from scratch. The Magical Artesan feat (and all similar abilities) applies to the reduced cost.

well, i guess that spell would do it, though i'd like to know where it comes from first.
anyone else care to comment on the original idea?

Found it! Page 12 of Submit new spells here, submitted by Israfel666. It's unnofficial, but it looks good to me, and my DM has already approved it for our game.
