I would also suggest that the Magic, Deities, & the Cosmos section of the Forgotten Realms Message Boards would be a better section to inquire on the subject, simply because the core D&D boards are often less concerned with campaign setting specific material or lore. As to your question; no they cannot use magic or maintain ongoing magical effects while within an antimagic field--at least not without using other abilities, spells, etc (i.e. having the Initiate of Mystra feat, casting the Invoke Magic spell, etc). However a Chosen of Mystra can dispel an antimagic field or similar magical effect (as well as repair Dead Magic zones) with their Silver Fire.
