Would a Circlet of Persausion add to a Clerics Rebuke/Turn ability? According to the DMG it adds a +3 competence bonus on all CHA based checks, of which Turning would be one. Another DM and I disagree on this point as he thinks it only applies to skill checks and not to a Clerics or Bards class abilities as well.

By the RAW, you're correct.
Turning Check: The first thing you do is roll a turning check to see how powerful an undead creature you can turn. This is a Charisma check.
This silver headband grants a +3 competence bonus on the wearer’s Charisma-based checks.
The other DM is entirely wrong when it comes to the rules. He's probably hung up on the item's name: Circlet of Persuasion. Ask him, though, if he really thinks of Gather Information, Perform, or Use Magic Device as persuasive tasks.

I'm not disagreeing with any of your other conclusions, but...Ask him, though, if he really thinks of Gather Information, Perform, or Use Magic Device as persuasive tasks.would be a weak argument. The obvious answer is *yes*. These are persuasive tasks. Gather Information is working a crowd (people) to give you information they know. A very persuasive business. Perform is equally persuasive. And UMD is persuading an item to think you are qualified to use it.

The other DM is wrong, but not because of the name of the item.

Yes it does affect turning. Now that you have 3 experianced roleplayers agreeing on the issue, you have something to show your DM.

Besides, turning/rebuking undead is a form of magical "persuasion." It's all about the Charisma (and the positive/negative energy).

I'm not so sure.

A charisma based check is not the same as a charisma check. A charisma based check is one that has charisma as a modifier. A charisma check utilizes charisma directly.

Bardic music is affected by a circlet of persuasion because it is a check which is based on charisma. But a turn check is a charisma check proper.

It never even occurred to me that one would use a circlet of persuasion for turning because turning has nothing to do with persuasion, and everything to do with your "spiritual presence." Unless you mean to argue that positive and negative energy can be "coaxed" in some way, I don't think flavor would suggest that this would work.
