I want to craft some of these handy magic items but the DMG says that they have a CL of 17. This doesnt make much sense to me, why would a 17th level mage or cleric or whoever need a pearl of power for a 1st level spell?! So just to clarify, what CL do you need to create a pearl of power for a first or second level spell. My guess is to be 3rd level (able to take craft wondrous feat) and be able to cast spells of the level that you want to make a pearl of. So level 3 for 1st and 2nd, 5 for 3rd, etc. . . . and 17 for 9th or two spells. Am I right?

You're wrong by the official rules, but right by common sense.
I don't think they bothered listing all the proper caster levels because it would take up a bunch of space, and have confused some people(You want proof, look up any thread about AoO, some people seem to find that very confusing*)
It's a decent houserule to do it the way you presented, it's the way I've always done it.

*Note: My sarcastic comment does not include anybody confused by what happens when karmic strike interacts with any other AoO related feat, that's just plain messed up.

By the rules yes you have to be 17th to create any Pearl of Power. But that just seems wrong. I houserule the CL of Pearls to be CL = that needed to cast a spell of that level.

The reason a pearl of power has a caster level of 17th is that it is doing miraculous things --> as with a wish, the pearl is duplicating the effects of a lower level spell.

However, although the ability to make these items is extremely powerful, the price is not. I would not recommend houseruling the pearl of power Caster Level.

If a lower level caster wants to make "lesser pearls of power" they will have to imbue them with the specific spell they desire to be recalled.

Ok so if I wanted to take your (Seeker) advice and not house rule the creation of the pearls at lower levels, how much would a spell of first or second level cost. My guess is. . . 1,000 x spell level squared x 2 (unslotted) / 5 (once per day) for a total of 400 gp for a first level spell and 1600 for a second level spell. A required caster level of whatever level need to cast the spell (and have the craft wondrous feat) and must pick one spell. Does this sound right? I dont want this item to be like a ring of spell storing, this item would still only work for spellcasters, so maybe a spell trigger? Oh well, I'm not experienced in making custom magic items, so if someone out there is. . .help? Thanks.

Single use spell completion item:
SL x CL x 25gp

If you are trying to duplicate the Pearl of Power (meaning that it allows any spell) then CL is 17th.

If you are trying to make a "lesser pearl of power" that allows a specific spell to be recast (once) each and every day, then it is:
SL x CL x 1800gp x 2 (unslotted) / 5

1st level = 720gp
2nd level = 4320gp

These are the requirements:

Craft Wondrous Item, creator must be able to cast spells of the spell level to be recalled

The CL 17th given is for the most powerful pearl, the one that allows 9th level spell recall.

Actually, the pearl is more like a (slightly modified) 1/day item granting Mnemonic Enhancer for a specific spell level. Mnemonic Enhancer is only a 4th level spell, so it's not that miraculous, and certainly doesn't justify a CL of 17.

tate, if you want to create your pearls with lower caster level, it seems perfectly reasonable to me, but I don't think you should go below 7th CL. You could possibly also require Mnemonic Enhancer. I would keep the cost the same.

Two steps forward, one step back, just caught this:

from the SRD
For other magic items, the caster level is determined by the item itself. In this case, the creator’s caster level must be as high as the item’s caster level (and prerequisites may effectively put a higher minimum on the creator’s level).

So, yes, according to "da Rulez" you have to be 17th level to create a pearl of power. I don't know why it isn't the the prerequisites section as well.
