Does the silence spell permit a will save to negate the effect while inside the spell's area or does the save only apply if the spell is being cast upon a sentient creature or magical object. If a bard walked into the area of a silence spell would he simply not be able to cast spells or would he get a will save to see if he could cast?

Only the target at the time of the casting gets a Will save. If you cast it on a point in space, or an object, no save is made at all.
Everybody and Everything within its area of effect is silenced.

Even if the person got a save, it would only work to about a micrometer away from his body where the sound would stop dead in its tracks because the AIR didn't get a will save. So, at the very least, nobody can talk to each other. It would also spoil sonic spells and the verbal compoent of spells because you wouldn't get the right sound out.

This is correct. A save is granted whenever the spell is cast on a creature (or an object in that creature's possession).

A save is only permitted if you are the target of the spell.
Zherog is correct.
IMarvinTPA is correct as long as you ignore his final paragraph. "Correct" never takes into account "even if". His "even if" simply isn't... creating a hypothetical that is against the core rules.

If a spellcaster is targeted with a silence spell and makes the save, spells with a verbal component will operate normally.

If a spellcaster is targeted with a silence spell and makes the save,
spells with a verbal component will operate normally.Or, more specifically...
If a spellcaster is targeted with a silence spell and makes the save, the spell fails.

Ok, thanks for the replies everyone :) . Unanimity of the responses makes this one pretty easy.
