Perhaps turn the Cloak of Dark Power into an actual "Cloak" of Dark Power.. hmm...

Yes it could, but I would price the item a lot higher than a normal item that normally uses a first level spell since it makes a vampire immune to one of the only things that definitely kills it. If I were making it for a drow I might not make the cost so high. Statics prices are not normal in D&D, but price of an item should reflect its usefulness
