Cold Shoulder Scabbard: This scabbard is exactly identical to a Scabbard of Keen Edges. It can shrink or enlarge to accommodate any knife, dagger, or sword, or similar weapon up to and including a greatsword. Up to three times per day on command, the scabbard applies Frost on any weapon placed within it. (Same duration as Keen Edge spell) The Scabbard must be worn over the shoulder for the magic to be effective.
Faint Transmutation, CL 6th, Craft Wondrous Item, Chill Metal or Ice Storm, Price 18,000 gp; weight 1 lb.

I don't see anything bad about this, infact you could probly do it to other +1 enhacments. Does the shoulder part have any effects on game mechanics or is it just for in-game reasons? It would be nice if it had some twist to it, but if it doesn't it will still work.

Well, i used the shoulder part as a pun on the phrase "give the cold shoulder"

In that case i don't see anything wrong with, but i don't see anything perticularly great either. Its fine as another magical item but not as a major part of a campaign.

I think that having numerous scabbards such as this is a way to overpower a single weapon. If you have a weapon with say +4 cost category then it is cheaper to buy two scabbards (keen, frost) than to apply another enchantment (keen, frost) to the weapon. Maybe I am wrong and "timing is everything", I agree, but as long as I know this seems to be a nice way to save some money at high levels. To spend them a better way - or to improve weapon in some other way. As long as I know there are another scabbards like this currently available.

OK, I was wrong and timing is everything.

I agree with this and to prevent it i would suggest making it so you can only have one on you at a time, or only use one scabbard per day.

Eh, the scaling for weapon prices is ridiculous, let 'em stack.
