Does anyone have a complete list of all spells that can be made permanent and their costs? I wouldn't mind seeing non-wotc spells added in as well (malhavocs stuff is great, s&s too).

On a side note, is there a formula for figuring out if a spell can be made permanent on a character and what the cost is?

Spell level / required CL / XP cost

0th/1st-level spell / CL 9 / 500xp
2nd-level spell / CL 10 / 1000xp
3rd-level spell / CL 11 / 1500xp
4th-level spell / CL 12 / 2000xp
5th-level spell / CL 13 / 2500xp
6th-level spell / CL 14 / 3000xp
7th-level spell / CL 15 / 3500xp
8th-level spell / CL 16 / 4000xp
9th-level spell / CL 17 / 4500xp

That chart is not followed by the list in the WoTC.

This is what I do:

Figure out how much XP it would take to make a magic item that does the same thing, double that XP cost.

Note, as a DM, my decision on whether to allow someone to use Permancy is usally based on the reason why they want to do it.

People generally want to do it for one of several reasons:

1) Role-playing (My PC was a slave, he should not have any magic items, but I don't want to be useless).

2) Limited physiology (I am playing a flying snake, so I can't wear the Boots of Springing and striding I really want).

3) Munchkin Trickery (You know, those winged boots are pretty expensive, maybe I can get my foolish DM into letting me get a permanent spell instead of paying the amount it is worth.)
