A new spell in complete scoundrel Siphon(S/W level 3) lets you drain 5 charges from a wand or staff to replenish a spell of that level used. So, the best thing that I can think of is to use a infinite charged staff with spells in it for all levels 0-9 to replenish my spells on the fly in between encounters to never run out of spells.

... and what book gives you this staff? Or tells you the requirements for creating one? Because any DM that lets you have an item like that must be off his rocker....

No such thing as an "infinite charged staff", if there was it would have an infinite market value.

Both wands and staffs use a finite number of charges. You cannot make a wand or a staff with unlimited charges. You could take a small or big stick and make it a wondrous item with a command-activated or spell-completion effect, but then it's not a wand or a staff and the spell doesn't work on it.

Using that spell on a staff of the magi might be able to provide a great deal of replacement spells after (or while) battle other casters

There are a few things in the ComSc that I find odd and I have made house rules to fix. They are listed below.

Spells:

Spell Thieft is almost as strong as Reaving Dispel which is 9th level. I changed it so that is still works as a targeted dispel (Max of +15) but only 1 spell of the ones you dispelled can be stolen.

Wand Modulation is too weak, since you have to cast the spell you want into the wand and use 2 charges per use I changed the part about minimum caster level to same caster level of the wand and can use the same spell level and lower.
Ex: change Fireball wand(CL 7) into a lightingbolt(7d6) or a scorching ray (2 rays)

Siphon is either too weak or too strong based on how it is used.
I have an alternative way.
-Normally it used 5 charges, what if you make a staff with a 9th level spell that costs 50 charges to actavate, then price would be 2295gp. Now you can restore any spell of 9th level or lower 10 times. Price of 45.9gp per charged used.

-My alternative is to cost twice the number of charges as the spell on the item would cost to activate. Ex: Using a staff of evocation would cost 2 charges to restore a 3rd level or lower, 4 charges for a 4th or 5th, and 6 charges for a 6th. Price of 1300gp per charged used.

Other:
The only other beef is with a feat Eldritch Erosion that lowers spell resistance with a sneak attacking cold iron weapon. Either don't let it stack or if it does then only let it last for a round or two. As is, my rouge/assasin player would reduce a creatures spell resistance by 12 (or 18 if hasted) in a single round and it would last for an hour. This would be made eaiser with his wraithstrike spell. And each round he could lower it more and more until it was nothing. There is no saving throw, caster check or way to resist it nor is there a way to restore the lost SR faster. Also it doesn't say that creatures imune to sneak attack are unaffected.

On top of all that my players wants it to work for spells and magic items that give spell resistance that an opponant might have. And since it doesn't cover it in the feat discription(it only says lowers its SR it doesn't metion the sorce of the SR) the only way for me to say no is to ban the feat or mod it.Spell Resistance is a powerful ability and very expensive in item form. The feat gives too much for a high level class feature, little on a feat.

Actually with the staff of the magi you get an infinite spell staff.

I mean, you cast a level 9 spell then you spend 5 charges for relearning the spell and use 4 charges for two summon monster IX spells and then you use the level 9 spell for recharging the staff 9 charges, 5 for relearning the spell and 4 for other spells from the staff.
